I am not sure how familiar/knowledgeable you are with VPN’s as a whole but in any case I will break down what I know of them as I have been using a VPN or so for a number of years now. I use Ivacy, I've had it for 5 years and i highly recommend it. or do like me and buy a lifetime subscription to a vpn service for $40. Consider paying for a vpn, it's upwards of $10/month which is less than the cost of a netflix subscription. I say this because I genuinely would prefer that you stay safe, avoid fines and potentially worse eventualities. but i still wouldnt recommend it if you want to avoid detection. ProtonVPN is prolly the safest free vpn you can get as they dont ask for anything other than an email address. Free VPNs may hide your traffic but they generally keep logs and make you create an account with them which can compromise you. The second is for the peace of mind in knowing that the VPN itself isn't keeping logs of what you do. The first is to avoid being directly caught by your ISP or other entities watching what you do with your web traffic. We use a VPN when torrenting for two reasons. I'm not saying that the rare decent free VPNs aren't out there but IN GENERAL the reason why people argue for paid VPNs is because they tend to provide all the tools you need to remain anonymous whereas the free ones typically don't.
